On Treatment

Today in Multnomah County, 66 inmates are eligible to be released from jail into residential treatment They stay in jail because there are no treatment beds available. Not only do they take up jail space while dangerous offenders must be released because of overcrowding but, as week after week of their sentence goes by without a treatment bed opening up, their sentence passes and they are released from our jail, still addicted. Since the most likely cause of their criminal behavior is drug related, they re-offend, re-victimize us in the community, recycle through the court system gobbling up valuable public resources.

60 to 90% of the people in Multnomah County jails have a drug and/or alcohol addiction when they are arrested.

They are unable to hold a job, unable to raise their children, and without any health insurance they end up using hospital emergency rooms or the jail to treat chronic physical and mental health issues. Their children often end up in foster care. Not only do they not contribute to the community; they utilize the most costly community services.
