Judy Shiprack (Formerly Judy Bauman) attended Reed College, where she earned a Master of Arts in Teaching degree in 1973. She taught at Jefferson High School and at Madison High School. She earned her law degree from Lewis and Clark Law School in 1980, after attending class at night so she could work part-time and be with her two young daughters.

Shiprack served as a Multnomah County Deputy District Attorney, prosecuting criminals and protecting victims of crime. In 1986 she became State Representative for her Southeast Portland neighborhood. While in the legislature, she chaired the House Housing and Urban Development Committee and the House Judiciary Subcommittee on Civil Law and Judicial Administration. She was a Legislative Trustree for Citizens for a Drug Free Oregon, she created legislation that resulted in the Oregon Youth Conservation Corps. In 1992 The Oregonian wrote “ (she) is a proven achiever. She is respected by … her colleagues, both Republicans and Democrats, for work as vice chairwoman of the House Housing and Urban Development Committee…” (5/7/1992)

She received the Oregon State Bar Association President’s Public Service Award, and was also recognized for her legislative voting record by the Women’s Rights Coalition and by the Oregon Environmental Council.

Following her legislative service, Shiprack created a not-for-profit affordable housing development corporation and for the next ten years worked to create housing opportunities for low-income Seniors, families with children, and working people.

In 2003, Shiprack became the Director of the Local Public Safety Coordinating Council (LPSCC), a partnership of public safety agencies across government jurisdictions that work together to coordinate and streamline the best use of public safety resources for the County.
